Howard joined the firm in 2008. He has concentrated on workers’ compensation law since 1981 when he was a staff attorney with the Workers’ Compensation Board. He was an in-house defense attorney with EBI Companies for 11 years. He also served as an Administrative Law Judge with the Oregon Workers’ Compensation Board.
